Help finding a dedicated server

Here is what I am looking for to start. I am on a low budget of no more than $100(£50) per month. I want to find a host that has no setup fees, or very low ones.

I'd like:

* 80gb Space
* at least 800gb bandwidth
* cpanel/whm included in price
* good connection
* good processor/ram if possible in price
