Urgent Dns Expert Help Needed

hi,
My site is down from 9 days because a DNS misconfiguration,

The registrar say that I gave to them wrong IP numbers and they cant do nothing

the hosting providers say that it is not their responsability since
the dnsreport shows that my site do not point to the IP they assigned to me and so ...they cant 'do nothing.

I am completely blocked .....job is stopped , no responsable and no solution at the horizon.

Can some one tell me who is right and who is wrong, and how would this issue normally be fixed? (cant' believe that there is not solution! )
